Some people find fluorescent lights too harsh; first they over stimulated the glands in the head, then they make the person feel exhausted.
Here is a simple solution:
From a fabric store get needed yards of white or off white linen or cotton fabric.
1) Hang it across the ceiling or
2) hang it loosely around the fluorescent tubes, without that the fabric touches the tubes. It then looks as if the tubes are in a semi circular tunnel of fabric. You may seem the ends of the tunnels.
The fabric harmonizes the harsh rays of the fluorescent lights.
You may want to think about creating holes with metal rings like in a belt, so that you can easily hook the fabric up there and be able to easily take it down to wash it once in a while.
