How to I install track lighting, or do anything with electricity if there is another condo above me? wire?
How do I move the wire around to the places that I need to install lighting, new ceiling fans, etc.?

You have a space between the ceiling inside the house and the outer ceiling. crawl in the and you can switch or change any electrical wires.
Well, the hard way is to cut holes in the wall and ceiling and fish the line behind the drywall. It’s the long term solution and will look the best.
I have seen track lighting that plugs in. The base has a plug that reaches an outlet and you attach the individual light canisters to the base. You can cover the cord with a raceway (cord cover), which can be painted to match your decor. Once painted, it will be less noticeable. Good luck!!
